Judge Ben W. Hooper II

Began practicing law in February 1964 at Campbell and Hooper Law firm in Newport, TN. He remained there until September 1, 1994, when he was appointed as Circuit Court Judge for the Fourth Judicial District. He has been reaffirmed in elections since that time.
He was elected to the TN State Senate in November 1974 and remained there for eight years until February 1983. He has served two terms as Commissioner on the Tennessee Lawyer’s Assistance program.

Patricia Williams, Coordinator

B.S. degree from Tennessee Technological University. Coordinator of the Recovery Court since 2009. Worked in the Criminal Courts of the Fourth Judicial District from 1987 to 2009 as a Community Corrections Officer. Certified to teach Moral Recognation Therapy and Prime for Life.

Doreen Leo-Huneke; Treatment Specialist

Licensed Clinical Social Worker in NY and TN; Alcohol and Substance Abuse Counselor, 1999; Master of Social Work, 1995; Bachelor of Arts, 1993. Worked from 2008 to 2014 with Helen Ross McNabb as a Criminal Justice /Mental Health Liaison and an LCSW for Sister of the Rainbow. Worked for many years in private practice and with agencies involved in mental health programs, employee assistance programs, outreach programs, and disadvantaged youth programs.

Thomas Hollowell, Case Manager

Working with the Fourth Judicial Recovery Court since 2013. Currently working on his LADAC, Licensed Alcohol Drug Addiction Counselor. Previously worked as a Counselor and House Manager for Steps House, Inc. Certified to teach Prime for Life.
